Peruvian Requirements to Adopt

Peru

Overview of procedures for prospective adopters wishing to adopt a child from Peru:

  • To adopt a child form Peru you will have to comply with both Scottish and Peruvian Adoption Law

Peru Requirements

  • Applications will be accepted from married couples, single men, and single woman. Unmarried couples may not adopt. The applicants must be at least 18 years older than the child but not older than 55 years old. Parent(s) may indicate age and gender preference.
  • The applicants should arrange for all documents to be translated; this can be done in Peru or in the UK. It is likely to be cheaper to have the documents translated in Peru but you are advised to make your own enquiries.
  • After child referral it usually takes around 6-9 months to complete an adoption in Peru.

Appendix A. Supporting Documents for Peru

In addition to the usual documentation you will need to provide:

1. Application to the National Secretariat for Adoptions in which the applicant presents their intentions to adopt;

2. Birth Certificate(s);

3. Marriage Certificate, if applicable. If either of you have been divorced you are required to send a copy of your decree absolute;

4. Extract of Passport of each applicant;

5. Letter from your employers confirming you are in gainful employment, length of employment and salary. For self-employed the letter would come from your accountant;

6. Letter from Mortgage Lender stating the value of the property;

7. Notary Public details;

8. Photographs of you, your family and your home;

9. Power of Attorney details in Peru;

10. Land Registry Certificate;

11. Financial Statement;

12. Extract of Passport;

13. Letter from Local Authority pledging to carry out 8 bi-annual post placement reports;

14. Decision letter from Local Authority declaring applicant(s) are suitable to adopt

15. Birth Certificate(s) of children either biological or adopted, if applicable

16. In the event of widowhood, include death certificate

Documents provided by your social services department/ approved adoption agency and the DCSF/ Scottish Government

11. Scottish Government Certificate of Eligibility and Suitability;

12. Home study assessment report, including 3 references;

13. Police report on each applicant. Additional police checks will be required if you have lived/worked overseas for over a year, during the last 5 years. If your local council is unable to obtain an overseas police check, you will need to provide an affidavit confirming that you have not committed any crimes during your stay in that country. to be no older than 3 months;

14. Medical report on each applicant including chest x rays and HIV testing Hepatitis B, to be no older than 3 months when submitted to Peruvian authorities

15. Psychological Report containing information on motivation to adopt, interfamilial relations, social relations and interpersonal relationships, assessing their economic situation.

Your supporting documents 1- 10 will need to be notarised and legalised individually.

Notes

All documents filed by the adoptive parents residing abroad must be translated into Spanish by public translator and authenticated signatures by the official authorities of the foreign country, by the Peruvian Consulate and the Ministry of Foreign Affairs of Peru, and should be submitted duly ordered in two folders laminated to attach originals and copies separately.

The presence of the applicant is not necessary until the National Secretary for Adoptions contacts them informing that they have been matched with a child. Therefore the presence of applicants is not required, until the time that the National Secretariat for Adoptions have matched the applicant with an adoptive child.
