The Changing Lives Implementation Plan, sets out the processes that the Executive will put in place to support local authorities and their partners to transform social work services. It translates the aspirations set out in Changing Lives into five change programmes which are being led by senior people in social work services.

To embed a culture of performance improvement in all services and enable services to focus on achieving agreed and measurable outcomes.

Service Development

Supporting organisations to transform services so that they:

  • meet the needs and legitimate aspirations of service users
  • increase people's capacity to take appropriate control of their lives
  • are joined up to make the best us of organisational strengths and minimise duplication
  • are more able to focus on prevention and earlier responses to emerging problems,
  • more accessible and flexible so that people can access services when and where they need them

Workforce Development

To support recruitment, retention and development of the workforce and help to ensure that practitioners are confident about delivering services in an autonomous and responsible way.

Practice Governance

To develop practice governance that ensures and supports the delivery of safe and effective practice and that allows professionals to deliver services in an innovative, responsible and accountable way.

To ensure that leaders and managers have the courage, vision and skills to develop social work services fit to anticipate and respond to future needs.
