DISABILITY WORKING GROUP
11 January 2005, Victoria Quay, Edinburgh
The purpose of this paper is to prompt discussion. The suggestions below are by no means set in stone.
Key areas of work:
employability, including piloting good practice; poverty
public sector duty to promote disability equality; mainstreaming disability equality; corporate responsibility; engaging public authorities
communication; consultation; access to information; education and training; citizenship; disability equality training; public attitudes
transport (subject to discussion with
MACS)
Remit:
To establish priorities for the Scottish Executive and partner organisations to promote equality for disabled people in Scotland; and to develop proposals on longer term mechanisms for engagement with the disability sector.
Method of working:
A Core Group with smaller satellite groups focussed on the key areas. Each satellite group would consist of members of the core group plus other organisations as necessary. Perhaps around 5-10 people in total. A maximum of 5 from the core group.
Members of the core group should consider before 11 January which satellite groups they would like to participate in. |
Framework for Communication
Responsibilities - The core group will provide leadership and direction and will have the final say on the report and recommendations. Satellite groups will report to the core group.
Satellite groups will determine the precise coverage of their work, in the context of the remit of the Working Group as a whole. Satellite groups will determine their own timetable and schedule of work.
Sharing information - The Executive will establish a website for the Group, hosted on the
SE website. A Scottish Executive official will attend each meeting of the satellite group and will write a note of the meeting. These notes will all be placed on the website within a week of each meeting.
Any reports or other materials used by satellite groups will also be posted on the website.
Timetable - Core group meetings every 2 months - March, May, July. At each meeting of the core group the satellite groups will report on progress.
Satellite group meetings as necessary - probably frequently. It will be for satellite groups to agree their own timetables.
