Scottish Government Grants for the Voluntary Sector

Children, Young People and Families Unified Voluntary Sector Fund (UVSF)

1. The UVSF was established in 2004 to coordinate direct funding for organisations working with children, young people and families. Around 100 organisations currently receive support. The UVSF has an annual budget of £7,203,680.

2. The objectives of the fund were wide ranging (for example, supporting health, youthwork, social care, family mediation, childcare). The fund had separate funding categories for supporting core HQ costs which could be renewed, project costs (non-renewable) and capital costs (non-renewable). This meant that the fund was open to a broad spectrum of organisations and attractive to the sector. As a result it has been oversubscribed since its inception.

3. The fund was reviewed in 2006. The broad and high level objectives for the fund were retained, but with clearer sub-objectives linked to Ministerial priorities.

4. The fund operates on a three-year cycle from 2007-08 and is currently fully subscribed until 2010.

Health

The Mental Health Specific Grant which appeared in the previous guide has now been absorbed into local government funding following the new Concordat.

The Section 10 (social work services) grants still exist but there are a number of contact points in the Scottish Government for different work areas.

A Section 16B funding stream continues to operate from the Health Directorate although this is currently under review, the outcome of which will be known very soon.

Community Justice Services

Community Justice Services Division pays grant under Section 10(1) of the Social Work (Scotland) Act 1968 to support core services of national third sector organisations providing services in the area of criminal justice social work.

Women's Fund for Scotland - managed by the Scottish Community Foundation

The Scottish Community Foundation aims to help Scotland's communities become stronger, believing that stronger communities will be more successful communities, with a better quality of life for everyone. Women play a crucial role in creating and sustaining strong communities but that there are often barriers which prevent their participation or engagement with local opportunities, or stop them fulfilling their potential to play a role within the broader community. They may struggle to get their voice heard in order to influence decisions that affect them, their families and communities.

The Foundation established the Women's Fund for Scotland in 2002, to focus resources on projects that seek to address these barriers at a local level and enable women to develop themselves and their communities and to improve their own quality of life. The fund has been supported since its inception by the Scottish Government and has recently received a further three-year allocation from its Equality Unit.

Grants will be available to:

  • Organisations predominantly run by and for women
  • Organisations with women-only projects, which seek to support and empower women.

Applicants must be constituted not-for-profit groups. Note that statutory organisations and organisations with an annual income over £250,000 may no longer apply to this programme

Grants will only be made to projects that benefit women aged 16 or over.

Grants of up to £5,000 are available for a wide variety of costs and projects, subject to some exclusions (listed overleaf). Grants must be spent within 12 months of being awarded and applications must be for between 25% and 100% of a project's or item's total cost.

Grants for International Women's Day 2009

Around the world, International Women's Day (IWD) marks a celebration of the economic, social, cultural and political achievements for women. Funding will be available for projects which celebrate International Women's Day, 8 March 2009, in Scotland, where they meet the general Women's Fund criteria above. Grants may assist with costs such as:

  • Accommodation/premises hire for events;
  • Childcare provision/carer costs;
  • Reasonable costs for guest speakers;
  • Catering requirements.
  • Translation/interpreting costs;
  • Publicity costs;
  • Evaluation of events;

Tenant Participation

Registered Tenant Organisation Grant Scheme

The Registered Tenant Organisation (RTO) grant scheme was launched in April 2004.

What is an RTO?

An RTO is an independent organisation set up to represent tenants' interests on housing and related issues. RTOs must be registered with their landlord. To be registered they must meet the criteria set out in the Housing (Scotland) Act 2001.

Who can apply

  • An RTO
  • A tenant federation or forum provided they are a registered tenant organisation
  • Two or more RTOs who have joined together to apply for funding.

To qualify for a grant

A project should be:

  • A new idea or one that is not taking place locally at the moment;
  • Able to be used by other organisations throughout Scotland;
  • Inspiring for other organisations
  • Set up and run by an RTO and committed to being open, accessible and democratic;
  • Able to show how it will benefit and improve tenant participation in the geographical area of the RTO.

Amount available

Each project will be awarded between £1,000 and £10,000. Very occasionally, grants of less than £1,000 can be awarded.

For every application, there will only be one grant awarded. More than one grant may be applied for but only one application may be made in each financial year.

International Development Fund

The International Development Fund (IDF) offers grants to organisations and NGOs with a presence in Scotland for sustainable development programmes in Malawi and other countries in Sub-Saharan Africa (currently Zambia, Rwanda, Tanzania and the Darfur region of Sudan). There are six distinct areas covered in our policy:

  • Malawi Development programme (minimum of £3 million ring fenced for this area)
  • Sub-Saharan Africa Development programme - Zambia, Tanzania, Rwanda and Sudan (block grants of £1 million per country over 3 years)
  • Fair Trade Scotland (funding given to the Scottish Fair Trade Forum - £60,000 a year in 07/08, 08/09, 09/10)
  • Core Funding for Scottish-Based Networking Organisations (namely the Scotland Malawi Partnership and the Network of International Development Organisations in Scotland)
  • Response to International Humanitarian Disasters
  • Indian Subcontinent

In the past, we also operated a Small Grants Scheme (SGS) and Humanitarian Health Fund (HHF), the money for which was ring fenced from the wider IDF. However, the SGS and HHF have now been discontinued.

Race, Religion and Refugee Integration Fund

This fund is operated for Ministers by the Voluntary Action Fund (VAF), offering around £2m per year.

Children's Services - Women's Aid Fund 2008-11 is only available to local women's aid groups to deliver a service for children and young people affected by domestic abuse. Funding for this round has been fully committed.

Housing, Voluntary Sector Grants

These are available under section 39 and section 197 of the Housing (Scotland) Act 1987 and section 168 of the Local Government and Housing Act 1989. These sections allow grant aid to be made available for organisations which are concerned with Homelessness or matters relating to homelessness: for training, advice or research and tenant participation.

The aim of the grants programme is to encourage and develop voluntary projects of direct or prospective benefit to the people of Scotland as a whole. Awards can be made for core funding, specific projects or a mixture of both. A list of organisations currently funded and the amount of grant rewarded is available here.

Monies can be awarded for a maximum of three years and is intended for projects which are new and innovative; they must also be able to be rolled out nationally. It is reviewed on an annual basis, and is subject to funding being made available each year by Ministers. Headquarters and Training Grant

This fund can provide contributions towards the cost of running headquarters in key voluntary sector bodies which support Community based Adult Learning (CBAL).

archaeology grants

The Archaeology Funding Programme operates under section 45 of the Ancient Monuments and Archaeological Areas Act 1979. Its main purpose is to mitigate destruction of archaeological sites (including buildings) and landscapes through the funding of projects involving survey, excavation, advice, training and education.

Work is commissioned on a commercial basis or (wherever possible) by grants to bodies such as universities or heritage trusts.

ancient monument grants

The Ancient Monuments Grants programme provides financial assistance to help preserve and maintain monuments, and in some cases to present them to the public.

Who can apply?

Grants can be offered to owners of monuments, land managers or to other bodies acting with the owners written approval.

Criteria for awarding grants

Funds are limited, so priority is given to monuments of particular interest or importance. We encourage owners to look into other sources of funding at the same time to make sure their monument is well taken care of.

Climate Challenge Fund

This is managed on the Government's behalf by Keep Scotland Beautiful.

The Climate Challenge Fund will give communities, through individual community groups and community planning partners, the ability to implement actions to reduce their carbon emissions.

Within the total the allocation for the fund is £8.8 million in 2008-09, £5 million in 2009-10 and £5 million in 2010-11, i.e. a total of £18.8 million.
