Office of the Scottish Charity Regulator

The Office of the Scottish Charity Regulator (OSCR) is responsible for regulating charities in Scotland, and for awarding charitable status in Scotland.

OSCR was set up by Scottish Ministers in 2003, initially as an executive agency and subsequently as an independent regulator. OSCR's duties and remit are set out in the Charities and Trustee Investment (Scotland) Act 2005. Scottish Ministers are responsible for appointing the OSCR Board, who in turn appoint a chief executive who manages the staff. OSCR's key aims are to:

  • increase public confidence in charities through effective regulation;
  • increase transparency and public accountability of charities;
  • increase charity trustees' awareness of their statutory responsibilities;
  • establish and maintain OSCR as a trusted, effective and innovative regulator; and
  • reduce the burden of regulation on charities wherever possible, with particular emphasis on reducing multiple reporting.
