Safer Communities Programme

The Safer Communities Programme was announced at the National Community Safety Convention in September 2009 and endorsed by the National Community Safety Strategic Group (NCSSG) in November 2009. It is intended to provide a meaningful framework for a series of new national guidance and support which the Scottish Government's Community Safety Unit will publish over the coming months.

The programme has been developed to support:

  • Multi-agency strategy level groups dealing with issues relating to community safety. This might be the Executive Board of a Community Safety Partnership or a Safer and Stronger Community Planning Thematic Group.
  • Staff from partner organisations who play a key role in providing support to the partnership and delivering partnership activity.

New Modules (Phase 1: 2009-2010)

Governance & Accountability: Roles & Responsibilities

Guidance on roles and responsibilities will be published in early 2010 and will cover:

  • the basics of good governance
  • actions to improve governance
  • statutory duties of partner organisations
  • national policies and frameworks
  • organisations involved in partnership working and what they can contribute
  • governance framework template
  • stakeholder mapping tool
  • general skills audit

Evidence: Strategic Analysis

Guidance on strategic analysis will be published 2010 and will cover:

  • What is strategic analysis?
  • What are the benefits of strategic analysis?
  • Key principles and minimum content for a strategic assessment
  • Horizon scanning using the PESTELO model
  • Risk / threat analysis (four risk/threat assessment models are presented)
  • Making recommendations
  • How can strategic assessments contribute to SOA process?

Better Outcomes for Communities: Evaluation

A basic guide to evaluation will be published shortly and will cover:

  • What is evaluation?
  • Why evaluate?
  • How to undertake evaluation?

Supporting Documents

The purpose of the National Community Safety Survey and Visits Programme was to help build a comprehensive picture of Community Safety Partnerships (CSPs) in Scotland and to build an evidence base to inform the development of the Safer Communities Programme and support for the community safety sector.
