Consultation Paper
The working group on hate crime produced a consultation
paper to consider what improvements, including legislation,
could be made to deal with crimes based on hatred towards
social groups.
This paper was published on 27 January 2004 and is
available through the Scottish Executive website at the
following web address:

A different version of the same paper has been produced
for people with learning difficulties and is called the
EasyRead version of the consultation paper on hate crime.
This can be accessed below:

The deadline for responses to the consultation was 30
April 2004. The working group considered the responses and
submitted a final report to Ministers in October 2004.
