Dear Colleague

Purpose of the circular: To draw attention to the implementation of the third and final change to the constables' pay scales as part of the May 2002 agreement on police pay and conditions of service.

Summary of Contents: As part of the agreement reached in May 2002 by the Police Negotiating Board it was agreed that changes to the constables' pay scales would take place in three stages over two years from 1 April 2003. PNB Circular 03/17 detailed the changes to the constables' scale effective from 1 April 2004. With effect from 1 April 2005, there will be a third and final change to the constables' pay scales creating a new 11 point scale by removing the current point 9. Details are set out in the memorandum to the attached PNB Circular 05/2.

This adjustment to pay scales will require an amendment to be made in due course to the determination at Annex F, Part 2, made under the Police (Scotland) Regulations 2004; in the meantime forces are authorised to implement this change.

A copy of this circular is enclosed for the Director of Finance in the police authority. Copies have also been sent to the Convention of Scottish Local Authorities, the police associations and the Accounts Commission.
