Purpose of the circular: To draw attention to two further categories which should be excluded from the measurement of overtime as indicated in Police Circular 3/2003.
The memorandum attached to the PNB Circular 03/14 states that overtime for special purposes that is financed by ring-fenced national or local funds and in respect of mutual aid has been added to the types of overtime to be excluded from the baseline measurement of overtime.
This circular gives approval for the exclusion of these additional categories of overtime for purposes of overtime measurement for the May 2002 PNB agreement, as it applies to forces in Scotland.
A copy of this circular is enclosed for the Director of Finance in the police authority. Copies have also been sent to the Convention of Scottish Local Authorities, the police associations and the Accounts Commission.
