Options for Change

2.1 Our earlier consultation document canvassed 4 options for regulation in Scotland.

Option 1 - Through self-regulation, encourage companies and individuals operating in the private security industry to adhere to a voluntary code of practice.

Option 2 - Extend the remit of the Security Industry Authority (SIA) for England and Wales to cover Scotland.

Option 3 - Establish a Scottish SIA to operate independently from that proposed for England and Wales but to otherwise have the same functions and, where possible, to operate to the same standards and costs.

Option 4 - Introduce a mandatory licensing system using the Civic Government (Scotland) Act 1982 requiring companies and/or individuals working in the industry to obtain a licence from the local authority.

2.2 The earlier consultation document favoured a two part approach, with door supervisors being regulated by local authorities (option 4) and other organisations operating in Scotland being regulated by a new Scottish SIA (option 3).
