National Licensing Forum
The National Licensing Forum is a short-life Ministerial and advisory group. It has been established on an interim basis for no more than 2 years to offer advice on related aspects of the new regime. Its remit is set out below.
- to offer advice and guidance to Ministers on the following key issues:
- the development of a personal specification, remit, qualifications, and job description for Licensing Standards Officers (LSO);
- the process for accreditation and detail of nationally-recognised training schemes for all mandatory training specified in the Bill;
- the implementation of overprovision assessments by Licensing Boards
- to contribute to, and consider drafts of the statutory guidance to be provided by Ministers under Section 133 of the Licensing (Scotland) Bill;
- to offer advice on any other isses which are brought to the table.

The Forum has agreed to have Corresponding Members who will receive a copy of all agendas, papers and minutes with the right to comment at any time.
