Joint Performance Information and Assessment Framework

What is the Joint Performance Information and Assessment Framework (JPIAF)?

The Joint Performance Information and Assessment Framework (JPIAF) assesses local partners' performance in working together to deliver better outcomes for people who use services and their carers.

Why do we need JPIAF?

The JPIAF provides a nationally consistent way of recording local partnerships' performance. It contributes to other inspection and accountability frameworks, shapes local joint performance management and enables comparison with other partnerships. It can also help deliver change locally.

How does JPIAF work?

The JPIAF is made up of a small number of indicators that measure local partners' performance on an annual basis. The key performance indicators for 2006/07 are divided into 2 groups:

  • Indicators measuring the delivery of better outcomes for people who use services and their carers (JPIAF Indicators 6, 10 and 11)
  • Indicators measuring the improvement in local management arrangements and systems used to deliver better outcomes (JPIAF Indicator 8)

Assessment is based on performance over the 12 months to April each year and is undertaken by the Annual Evaluation Team (comprised of representatives from Audit Scotland, the Joint Future Unit and the Scottish Government) who issue Annual Evaluation Statements in October each year.

When was JPIAF implemented?

The JPIAF has been operating since 2003. Initially it focused on improving management and systems but the focus is now on joint outcomes and benefits for service users and carers. The detailed requirements are set out in Community Care Circular CCD2/2007 and Additional Guidance on LITS.
