The review group wanted to maximise the use of information already available. Listed below are details of the recent relevant research and other information used by the group. Links to these documents have been included where available.

• Audit Scotland - A Review of Free Personal and Nursing Care (2008).
• Care Development Group Report - Fair Care for Older People & Summary (2001).
• Joint Improvement Team - Free Personal Care Peer Review - National Overview Report (2007): CoSLA and 7 local authorities in consultation with the Joint Improvement Team, undertook a peer review of free personal care in each of the 7 authorities; using structured interviews and examination of financial and performance data.
• Joseph Rowntree Foundation -Free Personal Care in Scotland - Recent Developments (July 2007).
• Scottish Government - Care Costs Sub Group - Estimate of Cost of Personal Care at Home prior to introduction of FPC Policy (paper agreed by the Care Costs Group in February 2007).
• Scottish Government -Hexagon Research and Consulting - Evaluation of the Operation and Impact of Free Personal Care (2007).
• Scottish Government - Range and Capacity Review Group: 2nd Report. The Future Care of Older People in Scotland. (2006)
• Scottish Government - Statistical Releases - Free Personal and Nursing Care in Scotland (most recent release was issued in June 2007).

• Scottish Government and Convention of Scottish Local Authorities [CoSLA] - Implementation and Strategic Working Groups: Following the recommendations made in the Hexagon evaluation, the Government and CoSLA have jointly established two working groups to look at some of the issues highlighted in the report.

• An Implementation Group will look at issues arising from the implementation of the policy. It will ensure that the policy is delivered consistently and equitably, no matter where people live.*

• The Strategic Group will look at strategic issues that might need legislation or some other high level intervention to solve, including Food Preparation, Waiting Lists and Eligibility Criteria.*
• Scottish Parliament Audit Committee -Report on Community Care (2005).
• Scottish Parliament Health Committee - Care Inquiry (2006).

* The work of these groups is on-going. However, the Independent Review Group had access to regular dialogue between the Scottish Government and COSLA officials.
