In August 2001, the Minister for Health and Community Care asked The Head of The Scottish Executive Health Department to consider the problem of delayed discharges in Scotland and to report on both the actions needed to resolve this problem.
Following this process the Delayed Discharge Action Plan was published on 5 March 2002. the plan sets out a range of short and longer term actions needed to resolve the problem of delayed discharges.
