Workforce Modernisation

Pay Modernisation

This involves:

  • Introducing and fully implementing the new contractual arrangements for staff in NHS Scotland - the Consultants Contract, the nGMS contract and Agenda for Change.
  • The delivery of the benefits of pay modernisation as a whole, through the new contracts and other levers, and in line with priorities for change. In particular the Division will lead and monitor Health Boards in delivering the requirements of HDL 2005 (28): Delivering the Benefits of Pay Modernisation in NHS Scotland.

This is high priority and high profile for SEHD and NHSScotland. These changes directly affect approximately 150,000 NHS staff and 1,050 General Medical Practices and consequently the service they provide to people in Scotland. The contracts are each distinct and contain a necessarily high degree of complexity. The Division plays a lead role in ensuring that the new contracts and the associated new investment is translated into demonstrable and measurable improvements in quality of services to patients, in line with national service priorities, as well as improvements for staff and the NHS as a whole.

Workforce Productivity

This involves:

  • Supporting improvement of workforce productivity in line with best practice, and supporting other NHS Scotland productivity drives.

Improving and demonstrating Workforce Productivity is an important priority. The Workforce Modernisation Division will provide a clear focus in supporting NHS Scotland to implement the recommendations of the National Workforce Productivity Committee, to demonstrate measurable improvements towards best practice, and to implement HDL 2005(51) on Efficient Government Achieving Time Releasing Savings.

Leadership

This involves:

  • Implementing agreed clinical and managerial leadership programmes and assisting the delivery of these important changes within NHS Scotland.

Developing leaders (clinical and managerial) across Scotland to meet challenges of workforce and service modernisation is essential. The Workforce Modernisation Division will provide a leadership focus to implementing National policy on leadership development.
