Terms of Reference: The Committee's remit is: to prepare and submit to the Scottish Ministers advice in relation to the payment by local authorities of remuneration (including pensions) and allowances to and reimbursement of expenses incurred by members of local authorities, and the payment of severance payments in relation to members of local authorities. Ministers have also set clear criteria of which the Committee must take account, including the affordability and public acceptability of its advice.
