Established: 1971 under the Social Work (Scotland) Act 1968, replaced by the Children (Scotland) Act 1995.
Terms of Reference: Panel members sit on Children's Hearings, which make decisions in respect of children referred to a Hearing by the Principal Children's Reporter. These children are considered to be in need of compulsory measures of supervision because they are at risk or have offended.
