Simplification Programme implementation guidance

This guidance has been prepared to support Project Managers, Directors, policy teams and Chief Executives of public sector organisations in implementing the structural changes announced by the First Minister on 30 January 2008 to simplify the public sector and achieve more effective government. This includes how the Scottish Government will meet its commitment to reduce in number the 199 significant national public sector organisations by 25%, by 2011.


30 January 2008 - First Minister announces plans to abolish or merge 52 bodies

In a statement to Parliament today, the First Minister outlined plans to abolish or merge 52 bodies to reduce Scotland's national public organisations to 121 by 2011. The reforms are part of the Scottish Government's ongoing commitment to deliver a simpler, more effective government.


28 October 2007 - The First Minister announces a baseline list of the 199 significant national organisations

Well-run, cost effective public services are good for Scotland's competitiveness and overall economic performance. The SNP Government is committed to achieving simpler, more effective public services for Scotland by removing unnecessary duplication and establishing structures which can support and drive the delivery of better outcomes for Scotland's people.

On the 28 October 2007, the First Minister announced the Scottish Government's intention to deliver a reduction of 25% in the number of these organisations. A baseline list of the 199 significant national organisations has been published, for which the Scottish Government has devolved responsibility and can reform. The list includes NDPBs, Scottish Government Agencies, Non-Ministerial Departments and Ombudsmen and Commissioners as well as other significant national organisations.
