This section contains some background information on the current membership.

Ian Livingstone CBE, Convener

Ian Livingstone is a solicitor by profession. He has held and continues to hold a number of chairmanship and directorship appointments which require skills in leadership, stewardship of public funds, corporate governance and partnership working. Ian was awarded the OBE in January 1993 and the CBE in June 1998 for services to Lanarkshire. He was appointed Deputy Lord Lieutenant for Lanarkshire in 2008 and successfully led a delegation to bring the International Children's Games to Lanarkshire in 2011. Ian was awarded and honorary doctorate by University of the West of Scotland in November 2008.

Mr Livingstone has been convener of the Committee since 2005.

Marlene Anderson, Member

Marlene Anderson has a degree in Economics and post graduate qualifications in business and personnel management. She is a Fellow of the Chartered Institute of Personnel and Development and held senior personnel management posts in Central Regional and Stirling Councils from 1987-2004.

She was an Independent Member of the Scottish Agricultural Wages Board from 2002 until May 2009. She has been a non-executive member of Forth Valley Health Board since 2003. She chaired the Falkirk Community Health Partnership Committee from 2005 to 2009 and maintains close working links with Local Authorities within the Forth Valley area.

Mrs Anderson has been a member of the Committee since 2005.

Declan Hall, Member

Declan Hall is a lecturer in Local Government and Politics at the Institute of Local Government at the University of Birmingham, a member of the Independent Remuneration Panel for Wales and expert advisor to the Independent Remuneration Panel for the National Assembly of Wales. Dr Hall also has close involvement with councillor remuneration schemes in England, Wales and Northern Ireland.

His primary expertise is on local authority members' allowances, roles and support. He has played a major role in advising and supporting the implementation of local authority new remuneration and allowances regimes (over 60 individual reviews) including local, regional, sub-national, devolved and national bodies. This work has given him a unique insight into member roles and ways of working and the challenges they face. He has interviewed over 500 Councillors on the effectiveness of their new roles and structures and their related issues of concern, such as delivering effective support, enabling members to fulfil their roles and the practical implications of the new structures for member efficacy and inputs.

Dr Hall has been a member of the Committee since 2005.

Mark Irvine, Member

Mark Irvine is an experienced independent consultant with experience of working with clients across all sectors of industry and public life. During the 1990s, he was chief negotiator and Head of Local Government in Scotland with the public services union Unison. He is currently a member of the Scottish Solicitors Discipline Tribunal ( SSDT).

Mark has a wealth of change management and negotiating experience and has worked at the highest level of the trade union movement for 20 years. This has involved working with senior managers, elected politicians (councillors, MPs, MEPs and MSPs). He is particularly knowledgeable on human resources, equality, pay and performance issues.

Mr Irvine has been a member of the Committee since 2005.

Jack Wilson, Member

Jack Wilson is a professionally qualified accountant. He was a local authority deputy treasurer then an NHS finance director and deputy chief executive until retirement. He was Chairman of the Scottish Health Board Finance Directors Group for 4 years.

Mr Wilson has been a member of the Committee since 2005.
