BELLWIN SCHEME - LOCAL AUTHORITY THRESHOLDS
2005-06
As you will be aware that the Bellwin Scheme is a
discretionary scheme which exists to give special financial
assistance to authorities who would otherwise be faced with
an undue financial burden as a result of providing relief
and carrying out immediate work due to large-scale
emergencies. The scheme addresses revenue costs only and
eligible costs are subject to a threshold which is set
individually for each local authority according to a
formula agreed with COSLA.
The thresholds for 2005-06 have been uprated in line
with the methodology agreed with COSLA in 1998 and are
contained in Annex A of this letter.
The Scottish Executive is to review the operation of the
Bellwin scheme during 2005-06 and will consult with COSLA
and Local Authorities during this process.
