It was recognised that agencies had no reliable, auditable or secure methodology to do share such data.The inability of agencies to share personal data on citizens has been identified as a major factor in agency failure to provide timely and appropriate services (sometime leading to catastrophic events such as the death of a child at risk). Policies currently identified are: These projects led to the development of the eCare Framework, which following successful evaluation of the pilots, was agreed by Scottish Ministers (in the then Finance, Health and Education departments) as the support mechanism for a number of key policies whose success was dependent upon the secure sharing of sensitive personal data. The Modernising Government Fund provided pump-priming allocation to address this issue, with the Executive working in partnership with local authorities and NHS. Joint Future (electronic single shared assessment) · · Child Protection (automated messaging) ·Getting it Right for Every Child(single record and plan) ·Changing Lives: Report of the 21st Century Social Work Review(multi-agency working) In addition, an independent review to scope the establishment of a data base on 16-19 year olds not in education, employment or training (NEET) has recommended the use of the eCare framework. Despite this, the project has no core funding and a request is being made to the ERF to provide £6m (in addition to £3.5m capital being provided by Education portfolio). |

eCare is intended to enable the delivery of better care, protection, advice and assistance to the people of Scotland through the use of computers and communication technology. Aims and Objectives: •Better care & protection for the citizen •Better information sharing between professionals •More efficient use of resources •Transaction times to be reduced through support for improved business processes • Helping to stop children and adults falling through the net • Citizen access • Innovative use of technology and procurement • Systems that are secure and trusted by professionals and citizens Deliverables: · Secure electronic sharing of personal data between public agencies · National, standards-based, technical framework, with a structured mechanism for extending this for future business processes · National infrastructure (data warehouse, 14 multi-agency stores, secure communications) · Contractual framework to enable efficient procurement with private sector system suppliers · National governance framework · 14 data sharing partnerships · Outcomes and benefits framework |

Organisations: Scottish Executive, 14 area health boards, 32 local authorities, 8 constabularies, Scottish Children's Reporter Administration, private IT companies (e.g. Atos Origin, LogicaCMG, Anite, olm, Pearsons, SEEMIS) The local implementation is the responsibility of the 14 data sharing partnerships. Each is chaired by a senior local official and contains senior representation from MHS, local authorities (education, social work and housing), police and others where appropriate. National development is the responsibility of Transformation Technologies Division. The work is governed by the Internal Management Board, which contains major senior policy stakeholders (senior customers) and a senior representatives from NHS and local authorities senior users). April - September Partnerships: - preparation for early implementation in 2 Data Sharing Partnerships (DSPs).
- carry out readiness review and determine implementation plan for other 12 DSPs.
eCare Framework: - complete v1.1.1 & v1.2 of eCare messaging framework.
- build hosting environment v1.1.1 of eCare messaging framework.
- Oracle Unlimited License Agreement (ULA) in place
Adapter Delivery & Design: - Take delivery of adapters from OLM (social care), corelogic, FACE (health) & Tyndale (health)
- continue preparation and build of adapters for all other appropriate applications in social care, health, education & housing.
October - December Partnerships: - early implementation in 2 DSPs starts.
- continuing support of 12 other DSPs preparation based on products derived from early implementation.
eCare Framework: - take delivery v.1.1 & v1.2 of eCare messaging framework.
- start work on v2.0 of eCare messaging framework.
- hosting environment V1.1.1 of eCare messaging framework goes live.
