• Attracting, retaining and developing staff is becoming more challenging for all employers, including Scottish local government. Councils face not only a reduction in the number of potential employees available, but also fundamental shifts in demands on council services that impact workforce requirements. Local government needs to make effective use of resources in delivering improved performance, and that depends on being able to compete effectively for candidates. Increasingly, this is conducted in an online environment. • In February 2007, Leaders Meeting agreed to the development of a national recruitment portal. Funding of £1 million was secured from the Scottish Government in July 2007 by the National Shared Serviced Board. The Improvement Service, working with SPDS and SOLACE and their advisers Catalyst Worldwide, have driven the development of the project forward over very tight timescales. •The collaborative procurement has given all councils the opportunity to have an effective, highly functional, online recruitment portal at a cost per council of approximately one sixth of individual procurement. The project is substantially complete and the name, launch approach and ongoing support requirement have been agreed with COSLA Leaders and SOLACE on the 25th January 2008. •The implementation will now be undertaken in 3 phases, soft launch June 2008, phase 2 end July, phase 3 end August 2008 with an official launch in October 2008 |

•The project is developing a shared electronic recruitment portal allowing Scottish local authorities to recruit from a wider pool of employees, support more effective recruitment practices, reduce advertising expense and improve efficiency and productivity. •Key Deliverables -A shared on-line recruitment website & candidate management system -32 Council mini-sites -Launch advertising approach & materials -Website Launch -Hosting & maintenance arrangements |

The improvement Service is managing the Diagnostic Phase on behalf of Scottish Government reporting to their shared Services Team.
