1. ACHIEVEMENTS TO DATE
The
National Category Forum:(NCF) for IT Software was established in February 2008, with support from Centres of Expertise (CoE's) and organisations representing the Scottish Public Sectors: review the list of NCF members for each organisation represented.IT Software Category Plan: The IT Software Category Plan has been finalised and endorsed by the NCF members. The initial findings and opportunities from the Category Plan will lead to further commodity analysis by way of an economic analysis paper, a stakeholder survey and workshops.
IT Software Request for Supplier Information: A Request for Information (RFI) was issued in June to a range of suppliers who were in receipt of largest spend across the Public Sector. Their responses have now been analysed, reviewed and presented to the NCF members. An open invitation to respond to the invitation was posted on the Procurement Scotland Intranet site.
IT Software Survey: An electronic IT Software survey was issued to the top 10 Public Sector spenders from each Sector on July 7th 2008, with a closing date for return of August 6th 2008; it was also distributed to public sector organisations via the CoE's. The survey will capture spend, buying trends, supply base and future procurement intentions.
2. NEXT STEPS
IT Software Survey: From the responses received, Procurement Scotland will analyse the findings as part of the overall strategy for IT Software and presents at the next NCF forum during August.
IT Software Options Analysis- The NCF will be asked to participate and share their thoughts and views analysing the out put from the survey, the economic impact analysis and conclusions drawn from the Request for supplier information. The out put of all these elements will then be used to draft and submit the sourcing strategy for IT Software to NCF initially and then to the Centres of Excellence for approval.
IT Software Stakeholder Workshops: Building upon the survey, Procurement Scotland may host a number of stakeholder workshops across Scotland during the later part of 2008. The cross sector workshops will be open to all organisations to attend and provide an additional outlet for organisations to feedback on the commodity and share best practice.
