PEOPLE & SKILLS WORKSTREAM UPDATE - Autumn 2008

The Review of Public Procurement identified that procurement staff in the Scottish public sector should have the appropriate skills for their level of responsibility, easy access to a wide range of professional and vocational training and a recognisable professional procurement career path. To ensure these recommendations were implemented a People & Skills Working Group (P&SWG), with cross-sectoral representation was established.

PROCUREMENT COMPETENCY FRAMEWORK

The Procurement Competency Framework has been developed by the cross-sectoral People and Skills Working Group to support the delivery of the recommendations in the Review of Public Procurement in Scotland (2006) which related specifically to the People and Skills. The framework has been approved and endorsed by the Heads of each of the Centres of Expertise for use in their sectors.

The framework identifies the skills and competency levels required by all staff involved in the procurement process and assists individuals to take ownership of their personal development through skills assessment, identification of training and development needs and career planning. The framework is intended to compliment and not replace existing personal development tools in organisations.

There are two versions of the framework available on this site which can be downloaded, the content is the same only the view is different.

The Procurement Competency Framework - Competency Assessment Download is a an excel spreadsheet which enables you to carry out your own competency self-assessment by simply selecting a 'true' or 'false' statement from a drop down box. The spreadsheet contains full guidance on how to complete the assessment.

The Procurement Competency Framework is the most suitable document to use if you only wish to read through the framework, or print and review in hard copy.

The Chartered Institute have carried out a review of the Procurement Competency Framework and mapped the CIPS Qualification Ladder to the Framework. The review is very favourable and they note that ' The Procurement Competency Framework is well-structured, easy to follow and readily transferable across the public sector in Scotland'.
