LTS International has been commissioned by the Scottish Government to undertake a review of International Development Fund projects in Malawi. The review is currently in progress involving project partners in both Scotland and Malawi and the final report is due to be completed in the summer of 2008.

Aims & Objectives
The principal aim of this contract is to provide an independent review of the Malawi focused projects funded through the Main Grants Scheme of the Scottish Government's International Development Fund.
More specifically the objectives of the project are to:
1. Provide an initial assessment of the performance of current Malawi focused projects by reviewing and assessing available monitoring and evaluation information for projects funded through the Main Grants Scheme;
2. Review Scottish Government monitoring and evaluation processes attached to the implementation and delivery of Malawi focused projects funded through the Scottish Government's International Development Fund;
3. Contribute to wider organisational learning on the implementation and delivery of the Scottish Government's International Development Fund by identifying good practice and offering a constructive critique, where appropriate, of the planning and implementation of the International Development Fund, lessons learned, what works well and areas for improvement from both the Scottish Government and project perspective;
4. Pilot/test potential evaluation tools with a view to identifying and developing future evaluation methods and indicators that will enable the Scottish Government to assess the effectiveness and impact of the International Development Fund as a whole.
