Following the publication of the Scottish Government's International Framework, Minister for Europe and External Affairs Linda Fabiani today (7 May 2008) published details of the new International Development Policy.
The new policy strengthens the Scottish Government's commitment to Malawi and recognises the importance of this relationship, cemented by a Co-operation Agreement between our two countries.
The policy sets out the framework for our engagement with some of the poorest countries in Sub-Saharan Africa which have historical, and in some cases, contemporary relationships with Scotland. These countries will be supported through block grants delivered by the Government's partners in development.
The policy also recognises the Indian Subcontinent's strong links with Scotland, and the programme will build on strong, fair and inclusive national identity and express solidarity with communities represented in Scottish society. This programme will be developed with key stakeholders.

Applicants who are successful at the concept note stage will be invited to complete a full application form. The application form will be similar to that used for the Malawi Development Programme. Information on how application forms for the Sub-Saharan Africa Development Programme will be assessed is available.

- 6 August - There is now more information available on how applications to the Malawi Development Programme will be assessed.
6 August - Malawi Development Programme - All applications which have a clinical health component and meet all of the other criteria, will be subject to an assessment of their clinical elements. As part of this process applicants will be expected to submit CV's of the clinicians who will be carrying out the work. Ideally the CV's should be sent with the completed application form by the 18 August deadline. However, the last day to submit CV's to LTSI will be 7th September. If we do not have CV's by this stage then the clinical components of relevant applications will not be assessed, and the application will not be eligible to be awarded funding.
- 6 August - Evidence of Consultation with the Government of Malawi - Those applicants who have initiated contact with the Government of Malawi at a local, district or national level, but have not received confirmation by 18th August should still submit their application forms by the 18 August deadline. They should explain why they do not yet have the evidence, and be aware that the last date for submitting this evidence will be 7th September. Applications which do not have this evidence will not be eligible to be awarded funding.

- 23 July - The Malawi Development Programme Information session was held on 16 July at the City Chambers, Edinburgh. The powerpoint presentations from the International Development team and Paddy Abbot, LTS International are now available.
- 4 July - Further clarification: Sub-Saharan Africa Development Programme - The bidding process will consist of two stages; concept notes and the invitation to submit a full application form. At the concept note stage, organisations may bid for no more than two of the four countries e.g. one concept note for Zambia and one concept note for Rwanda. All concept notes will be assessed and where they meet the essential criteria, the lead organisation will be invited to submit ONE full block grant application for ONE country only. If two concept notes for different countries from one lead organisation are assessed as meeting the assessment criteria, officials will discuss with the lead organisation which concept will go forward to the full application stage. Applying for a block grant will not preclude any organisation from applying for grants from other programmes in the other geographical areas of this policy - e.g. Malawi.
