Sub Rosa 2007 - Scenarios for Rural Europe
On the 9th -10th March 2007 our Sub Rosa Discussion focused on Exploring scenarios for Rural Europe: the Future of Agriculture Policy? Four themes were explored:

Agriculture and Globalisation
Agriculture and Consumers
A discussion paper was produced in advance of the discussion by an independent consultancy, Pareto Consulting to help focus the debate. This has now been rewritten in the light of the discussions to produce a full report, including conclusions which are now published as a contribution to the ongoing debate on this topic and the issues it raises.

Sub Rosa 2005 - Clarity and Transparency
Following the Sub Rosa on Better Regulation in 2004 another Sub Rosa took place on 1st December 2005 focusing on the clarity and transparency of EU legislation and its effects on businesses and in particular SMEs. The report and conclusions of the discussion was made available in January 2006.
Sub Rosa 2004 - Better Regulation
The 'Sub Rosa' seminar, on 22 October 2004 covered Better Regulation issues (framework legislation, impact assessments, consultation) and complemented April's subsidiarity seminar. The seminar examined the use of the Commission's new consultation arrangements and ways of ensuring that impact assessments on new legislative proposals are as useful as possible. A report prepared by a team of academics from Glasgow and Edinburgh Universities was published.
The 'Sub Rosa' seminar provided background relevant to the speech made by the First Minister, Jack McConnell on "Better Regulation and Law Making" in Brussels on 9 November.

Sub Rosa 2004 - Subsidiarity
Discussions were held on 27 th April. Participants included officials from the European Commission, the European Council, the European Parliament, the Committee of the Regions, the European Court of Justice, the Council of Europe, National Governments, Brussels Offices of regions represented in the Association of regions with Legislative Powers (REGLEG) including the Scottish Executive, representatives of local and regional authorities, and academics. Participants contributed on a personal basis rather than expressing official positions of their organisations. The purpose was to inform the debate on subsidiarity in the light of the draft Treaty and in particular prior to the Committee of the Regions seminar on the issue in Berlin on 27 May.
The final report was published in May 2004.

Sub Rosa 2003 - Future of Regional Policy
Discussions were held over two days with participants from the European Commission, Member States, Accession States, regional representatives and academics exchanging views on the future of regional policies.
A report bringing together the thoughts and ideas generated from these discussions was published in September 2003
