European Social Services Conference - Partnership and Performance in Social Care and Health in a Changing Europe
4-6 July 2005 Assembly Rooms, Edinburgh
Overview: 13th annual conference, organised this year in conjunction with the Scottish Executive. It brings together policy makers, senior managers and political representatives responsible for social and health care to exchange expertise and experience in policy and practice across Europe. The conference will address how public services in Europe should respond to growing care and health needs in a challenging social and economic environment. The Conference will be opened by the Scottish Deputy Minister for Health and Community Care and closed by the Parliamentary Under Secretary for Care Services for England.

Meeting of the Heads of Human and Veterinary Medicines Regulatory Agencies

Overview: The regulatory heads of human and veterinary medicines meets twice during each presidency to provide a focus for leadership within the European system of medicines regulation, to devise and deliver practical solutions to problems and to provide a mechanism for communicating the views of the participating bodies to others including the European Commission.

3rd World Youth Congress
30 July - 8 August 2005 Stirling University

Overview: Though not formally a Presidency event, the World Youth Congress is relevant to UK priorities for the Presidency. The Congress will bring together 600 young people from over 100 countries worldwide to discuss, facilitate and expand practical youth action for sustainable development; prepare a policy document for the UN Review of the MDGs + 5; and participate in a range of exemplar projects around Scotland (and be introduced to the wealth and diversity of Scottish culture).

The European Wave and Tidal Energy Conference
29 August - 2 September 2005 Glasgow University

Overview: Conference held every second year which has primarily been aimed at academics but has increasingly involved the commercial sector too. The lead organisers are the University of Strathclyde supported by the Scottish Renewables Forum, Highland and Islands Enterprise and the European Marine Energy Centre. The theme for the Conference will be EU policy development and legislation and the agenda will include discussion of the Commission's Framework Programme VI wave and tidal energy programme, as well as the opportunity for academia, industry and financiers to learn more about the excellent opportunities for wave and tidal energy development in Scotland. It is also intended to provide delegates with the opportunity to visit the European Marine Energy Centre in Orkney.

Young People and Crime - A European Perspective

EU-Norway negotiations
6-7 September 2005 Victoria Quay, Edinburgh
Overview: Most fish stocks in the North Sea are shared between the EU countries and Norway: fisheries management arrangements are negotiated annually in accordance with the 1980 Eu-Norway fisheries agreement. These two-day negotiations are a technical part of the 2005 round of negotiations. They will focus on the development of new joint management arrangements for four shared stocks, inlcuding monkfish. Following the second round of technical negotiations on this subject in Bergen earlier in 2005 the UK will - as EU Presidency - host the second round in Edinburgh. The negotiations - and other parallel technical negotiations on subjects as diverse as weighing pelagic fish landings and satellite monitoring of vessels - will produce recommendations for consideration at the full EU-Norway annual consultation events in Brussels and Oslo later this year.

Chief Veterinary officers Informal Meeting

Overview: This bi-annual meeting brings together the CVO's of each Member State and senior officials. It will include a series of formal meetings followed by a social programme which will include an opportunity to demonstrate aspects of Scottish agriculture and production. The agenda for the meeting is likely to include consideration of the welfare of animals and the strategic framework for animal health.

International Council for the Exploration of the Seas (ICES) Annual Science Conference

Theme: ICES is a marine science organisation formed to facilitate collaboration between its members and to provide scientific advice. Better Regulation Conference
"Competitiveness & Consultation - Business at the Heart of Europe"

Overview: Better Regulation is a top priority for the upcoming UK Presidency. The Better Regulation Executive in the Cabinet Office leads on taking forward the government's work on regulatory reform at both the domestic and European level. The overarching aim of the conference will be to engage European business leaders with the Better Regulation agenda, from whom, to date there has been less interest and pressure than from UK business. By engaging senior European business leaders with the agenda, we hope to generate genuine and tangible Europe-wide top-level support and engagement with structures which are designed to deliver better European regulation. The conference is set to be high profile. Vice President Günter Verheugen, the Chancellor of the Duchy of Lancaster - John Hutton, Alan Johnson (Sec of State for Trade and Industry - tbc), Niall FitzGerland (CEO, Reuters) and Sir David Arculus (Chair of the Better Regulation Task Force) will all be making a keynote speeches.

COREPER II Informal Meeting

Overview: An informal meeting of the Brussels-based Permanent Representatives of each of the Member States which traditionally takes place in the Member State holding the EU Presidency. These Representatives are, in effect, their country's ambassador to the EU and meet weekly in Brussels within the Permanent Representatives Committee II (COREPER II). This Committee prepares the work of the Council, with the exception of agricultural issues, which are handled by the Special Committee on Agriculture.

Conference on the European Qualifications Framework: Qualifications Frameworks in Europe: Learning Across Boundaries

Overview: This conference is being organised by the Scottish Executive in conjunction with stakeholders throughout the UK and with the European Commission. It will inform the upcoming consultation on the European Qualifications Framework document 'Towards a European Qualifications Framework for Lifelong Learning'. The aims of the conference are to:
• Discuss and influence the vision and shape of the emerging European Qualifications framework in the context of existing and proposed frameworks;
• Demonstrate the potential challenges and opportunities faced by existing frameworks as they interface with the emerging European Qualifications Framework;

Meeting of EU Climate Change Expert Group

Overview: During the UK's presidency of the EU, the UK Government has the responsibility of leading on climate change for the EU. This entails chairing policy and expert groups, leading in policy development and speaking for the EU at meetings of the UNFCCC in Nov/Dec 2005. This meeting, as a part of the process, will allow the UK and other EU member states to discuss current issues and assist the UK Government in co-ordinating the EU's input to the subsidiary body on scientific and technological advice (SBSTA).

Protecting Patients: Healthcare Professionals Crossing Borders

European Forum on Architectural Policies

Overview: The first formal meeting of the European Forum for Architectural Policies took place in 2001 and since then each country holding the Presidency has hosted a Steering Committee meeting and conference. The Steering Committee discusses joint approaches to the EU to promote architectural quality and the associated conference usually explores issues in more depth. This year the conference will focus on issues about architecture, identity and democracy that are being illustrated through the new Welsh Assembly building and the Scottish Parliament.

EU Poverty Round Table Conference

Overview: The Round Table will provide a forum for discussion and sharing of good practice between those with an interest in social inclusion issues across Europe. It brings together a wide range of stakeholders (academics, NGOs, MEPs, local governments, national governments and the Commission). The Round Table is seen as an important part of the process of involving civil society (an in particular, people experience social exclusion) in developing the EU strategy on social inclusion. The UK intends to make the Round Table the focus of action to develop the UK's National Action Plan - in particular by working in partnership across Government and with NGOs to deliver and event which relates to the concerns of people at risk of social exclusion

EU Employment Committee (EMCO)

Overview: The EU Employment Committee comprises officials from all 25 Member States and discusses employment issues, often to clear the way for texts to be adopted by the Council of Ministers. Council of European Municipalities and Regions Policy Committee Meeting
9-10 November 2005

Overview: The Council of European Municipalities and Regions brings together national associations of local and regional authorities from more than 30 European countries, predominantly from EU member states. It provides a key platform for furthering the interests of local/regional government. COSLA is a member of the CEMR as part of the Local Government International Bureau delegation.

The Policy Committee, normally held twice a year, is the main governing body of the CEMR. It brings together a maximum of 150 people, with high-ranking politicians from across the CEMR membership, together with officers and administrative staff.

Overview: Extraordinary Meeting of the Bureau of the European Economic and Social Committee (EESC) followed by a public meeting organised jointly with the Scottish Parliament and the Scottish Civic Forum on a theme linked to the role of civil society in communicating about the role of the EU. The EESC is the consultative body set up by the European Treaties whose main task is to advise the three major institutions (European Parliament, Council of the European Union and European Commission). It consists of representatives of the various economic and social components of organised civil society in the EU.

Innovative Public Services Group Meeting (IPSG)

UK Committee of the Regions (CoR) Annual Meeting

Overview: This meeting is the inaugural meeting of the new CoR delegation for 2006-10. Delegates will discuss the work of the CoR for the year ahead, identifying priorities for UK members and potential Opinions that might be applied for, as well as receiving presentations from representatives of the UK Government and the forthcoming EU Presidency. The UK delegation to the Congress of Local and Regional Authorities of Europe (CLRAE) will also attend for part of the meeting. The Committee of the Regions (CoR) is the political assembly that provides local and regional authorities with a voice at the heart of the European Union.

In Good Health : Linking Social Inclusion & Health - From good practices into policy

Overview: This conference is a joint collaboration between NHS Health Scotland and EuroHealthNet and is an associated event of the UK Presidency.

The conference has three main aims: It will highlight the strong correlation that exists between social exclusion and poor health; summarise and disseminate the results of the EuroHealthNet project Tackling Health Inequalities and Social Exclusion in Europe; and focus on issues relating to 'practice-based evidence' and explore the complex journey from 'practice to policy' highlighting the processes and mechanisms required which would allow projects tackling social exclusion to influence their respective national policy agendas.

The conference will also provide practitioners and policy makers from across Europe with further networking opportunities.
