Please find attached the relevant
documents concerning the public
consultation on the UK's draft National
Allocation Plan (NAP) for the EU
Greenhouse Gas Emissions Trading
Scheme. The documents include the
consultation document, the draft NAP
and a draft provisional Regulatory
Impact Assessment.
The purpose of this consultation is
to invite views on the draft NAP. The
consultation paper describes the
background to the EU Emissions Trading
Directive, how the scheme will work,
and takes the reader through the key
issues of the draft NAP.
Responses to the consultation should
be sent by
Friday 12th March 2004

Please clearly mark your envelope or
email with "EU ETS draft NAP -
Consultation response". If you would
like a paper copy of this consultation
document, please write to the above
address requesting this.
Respondents in Scotland, Wales and
Northern Ireland may wish to copy their
responses to the relevant Devolved
Administration. See contacts listed
below.
In line with Defra's policy of
openness, at the end of the
consultation period copies of the
responses we receive may be made
publicly available through the Defra
Information Resource Centre, Lower
Ground Floor, Ergon House, 17 Smith
Square, London SW1P 3JR. The
information they contain may also be
published in a summary of
responses.
If you do not consent to this, you
must clearly request that your response
be treated confidentially. Any
confidentiality disclaimer generated by
your IT system in e-mail responses will
not be treated as such a request. The
Information Resource Centre will supply
copies of consultation responses to
personal callers or in response to
