This consultation paper is the second part of an ongoing consultation process with the public and industry on the implementation of the EU Greenhouse Gas Emissions Allowance Trading Directive. The Directive itself governs the timescales we are working to, and in particular sets the deadline of 31 March 2004 for submission of the UK's National Allocation Plan to the European Commission. Because of the need for Government to meet this deadline, we are having to limit the time to respond to this consultation to eight weeks.

This consultation must therefore close on Friday 12th March 2004 at 5pm. The draft national allocation plan will then be finalised during the remainder of March and the final version shall be submitted to the European Commission by the deadline of the end of that month. We then work towards the Final Allocation Decision, which must be taken by 1 October 2004.
