
SAIFF- Aims and Structure
This partnership between the Scottish Government, Scottish public bodies and stakeholders aims to:
Support implementation of the Act by advising the government on the preparation of a coordinated suite of subordinate legislation and government policies;
Provide a basis for coordinated/partnership working between all parties involved in the implementation of the Act;
Support implementation of the Act through the preparation of agreed technical guidance and procedures that will be commonly adopted by all relevant parties.
Ensure clear opportunities for ongoing stakeholder engagement;
Three core working groups will initially take forward the work of SAIFF: SAIFF comprises a series of working groups overseen by a control board (Figure 1).
All groups will work to deliver a common work plan that is continually reviewed by the control board. Supporting task teams may also be convened to help develop specific guidance or undertake further analysis of important technical issues. Each working group includes representation for policy and technical experts.
A board will be responsible for overseeing the work of SAIFF and the working groups, including agreeing an annual work plan. The board is also responsible for ensuring approaches adopted take account of relevant UK work and European Commission guidance and standards.
The board will be chaired by the Scottish Government and comprises senior membership from organisations responsible for managing flood risk in Scotland, including SEPA, local authorities, Scottish Water and Cosla.
