FLOODING BILL ADVISORY GROUP - Flooding Risk Assessment and Mapping ( Flooded Car ParkFRAM)

REMIT AND PURPOSE

FRAM was a group chaired by the Flooding Policy team of the Scottish Government and was made up of representatives from the professional flooding community. It was required to provide the necessary support to the Competent and Responsible Authorities for the implementation of the Flooding Bill.

Specifically, the areas it dealt with were:

  • Managing a research theme, overseen by a third party research manager, to provide the operational guidance on flood risk assessments for those responsible for flood risk management.
  • Outlining how best to construct a Preliminary Flood Risk Assessment. Determining what data gaps are evident, what levels of detail are required and what probability needs to be considered.
  • Taking this information forward to construct Flood Risk Mapping and Flood Hazard Mapping.

To do so it was essential that FRAM:

  • Promoted partnership working between bodies involved in implementation.
  • Ensured that all work was undertaken in an integrated fashion.
  • Minimised administrative and management burdens.
  • Ensured coordination between projects and work undertaken internally by the organisations involved in implementation.

Ratification of this remit and purpose was sought from FBAG at its first meeting.
