Introduction

The Guidance Sub-group was set up to help the Executive produce technical guidance for local authorities to take forward flood prevention schemes under the Flood Prevention (Scotland) Act 1961. The Sub-Group used existing DEFRA Project Appraisal Guidance as a starting point.

The Members

Scottish Executive Members - Alan Burdekin -Chair, Stan Irvine, Tom Harvie-Clark.

Non-Scottish Executive Members - David Wilson (Scottish Water), June Graham (SEPA), Adam Olejnik (COSLA), Jim Hutchison (DEFRA), Peter Bolton (Independent Consultant), John Riddell (Independent Consultant) and Jonathan Chapman (Environment Agency).

The Work of the Group

The Group met three times

The Sub-Group has produced:

  • An outline of all the chapters of the Guidance
  • Near final Drafts of Chapter 5 Economic Appraisal and Chapter 6 Approaches to Risk
  • detailed outlines for Chapters 1 ( Introduction and Overview), 2 ( Statutory Process) and 3 ( Strategic Considerations).

The Guidance Sub-Group reported to NTAG on 23rd September 2004
