Meeting:
Following introductions by all present the group sought to define its remit. In doing so it referred to points 9-13 [covering Mapping and Assessment] of the Proposals paper circulated at the first FBAG meeting, and also the Gap Analysis from the EU Floods Directive.
General discussion ensued. Points raised included:
- Mutual linkages with Working Group F (EU Group to address the Floods Directive and its requirements).
- Definitions of:
- 'significant and extreme floods'
- 'what is risk?' - currently tends to be probabilistic/based on history.
- 'different types of flooding' - reference to FIAC work.
- Catchment-based consideration was essential, requiring a process of collaboration.
Conclusion
A scoping exercise for a preliminary flood risk assessment would be the way forward. In pursuit of this, members agreed to take the following actions:
- David Seaman/Stuart Greig: to draft up a specification for an interpretation and scoping exercise for a preliminary flood risk assessment.
- Susan Veitch: To table before the SCOTS Group that this work will be undertaken, and seek suggestions of a catchment case study encompassing several local authorities. Bob Stewart of Moray Council is happy for the work to be taken forward through SCOTS. Susan Veitch also suggested a flag group as a mechanism to take this forward.
- David Faichney: To act as liaison between Energy Networks Association (who are considering flooding impacts on energy infrastructure) and the FBAG subgroup. David Faichney will also seek information from the Rivers Agency Northern Ireland.
- Cynthia Aukerman: to speak to Jim Conlin to ensure Scottish Water's role in the scoping study.

David Bassett and Ronnie Falconer to prepare a presentation on Flood Risk Assessment and Mapping Activities.
Post meeting note: The Flooding Policy Team are to create a website as a central resource from which to access the minutes, workplans, agendas and progress reports on all FBAG subgroups and the consultation process. This will be advised when live.
