FLOODING BILL ADVISORY GROUP - Flooding Risk Assessment and Mapping ( Flooded Car ParkFRAM)

REMIT AND PURPOSE

FRAM is a group chaired by the Flooding Policy team of the Scottish Government and is made up of representatives from the professional flooding community. It is required to provide the necessary support to the Competent and Responsible Authorities for the implementation of the Flooding Bill.

Specifically, the areas it will deal with are:

  • Managing a research theme, overseen by a third party research manager, to provide the operational guidance on flood risk assessments for those responsible for flood risk management.
  • Outlining how best to construct a Preliminary Flood Risk Assessment. Determining what data gaps are evident, what levels of detail are required and what probability needs to be considered.
  • Taking this information forward to construct Flood Risk Mapping and Flood Hazard Mapping.

To do so it is essential that FRAM:

  • Promotes partnership working between bodies involved in implementation.
  • Ensures that all work is undertaken in an integrated fashion.
  • Minimises administrative and management burdens.
  • Ensures coordination between projects and work undertaken internally by the organisations involved in implementation.

It is intended to seek the ratification of this remit and purpose from FBAG at its first meeting.
