O The Scottish Executive has today (March 30 2006) published Changing Our Ways: Scotland's Climate Change Programme, following a review of the Executive's strategic response to climate change. It complements the UK Programme, published on March 28, and defines Scotland's equitable contribution to the UK's international and domestic commitments in carbon terms for the first time. O UK Climate Change Programme
The UK Climate Change Programme, published on March 28 2006, the Government believes in the importance of taking domestic action to cut greenhouse gas emissions. Since Kyoto in 1997, the UK has been pressing ahead and introducing innovative policies which will have a significant impact on reducing UK emissions.

Following an earlier consultation, the Scottish Executive published the Scottish Climate Change Programme on November 17 2000. The Programme sets out the policies that will reduce emissions of greenhouse gases in Scotland and help to deliver the UK Kyoto commitment to reduce 1990 emissions by 12.5% by 2008-2012, and contribute to the UK domestic goal of reducing carbon dioxide emissions by 20% by 2010. A summary of the Programme was sent to interested parties by the Minister for Environment, Sport and Culture and a copy of the covering letter is attached.

The UK Climate Change Programme, published on November 17 2000, details action that will be taken by the UK Government to meet the UK Kyoto commitment to reduce 1990 emissions by 12.5% by 2008-2012, and move toward the UK domestic goal of reducing carbon dioxide emissions by 20% by 2010.
O European Climate Change Programme (ECCP)
The ECCP was set up by the European Commission in June 2000 to identify the most environemntally benefical and cost-effective measures -complementing the efforts of Member States - to enable the EU to meet its target under the Kyoto Protocol.

O The Greenhouse Gas Emissions Trading Regulations 2005
These regulations (SI 2005/925), which transpose the EU Emissions Trading Directive, came into force on April 21 2005. They set out the rules of the EU Emissions Trading Scheme with regard to, for example, permitting, the allocation of emission allowances, penalties, and first phase exclusions.
O Emissions Trading Directive (ETD)
The finalised text of the Directive, available through the above link, was published on September 18 2003. The Directive came into force on 25 October 2003 when it was published in the EU's Official Journal (OJ). You can view the OJ here. Member States have until December 31 2003 to transpose the Directive into national legislation.

O Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on certain fluorinated greenhouse gases
The European Commission published a proposal for a new EC Regulation on fluorinated gases on August 11 2003. The fluorinated gases in question are hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulphur hexafluoride (SF 6). These are greenhouse gases with a high global warming potential that are included in the 'basket of gases' in the Kyoto Protocol under the UN Framework Convention for Climate Change. The intention of the proposal is to reduce emissions of these gases in order to make a significant contribution towards the European Community's Kyoto Protocol target.
