Offender Learning

  • Skills for Scotland committed to begin work which would look at offender learning as a whole in Scotland, with the aim of providing a more streamlined and improved learning service to offenders.
  • The Offender Learning Project was established to take this work forward, and due to the complexity of the work three workstreams were set up.
  • Looking at Youth Offending, Offenders in Custody and Adult Offenders/ Ex-Offenders in the Community, the workstreams comprised of internal and external stakeholders, with an independent chair.
  • An Advisory Group Chaired by the Scottish Government Deputy Director of Employability and Skills Division and involving representatives from key stakeholders provided leadership, strategic direction and support.
  • The final report " Offender Learning - Options for Improvement" and the three workstream reports, which were published on 14 January 2010, are available here.
  • The project has now been completed and the Scottish Government response to Options for Improvement, which was published on 13 July 2010, is available here.
