Purpose

1. To provide a basis for members to discuss some thoughts on the format of the group's final report on its phase II work on the difference colleges could make.

1. Executive Summary

2. Introduction, including context to over-arching Executive strategies that will influence colleges over the Spending Review period. Explanation that the report does not cover pressures or demands/growing expectations covered by other RoSCo workstreams.

3. Pressures - General explanation of pressures - additional funding required to ensure that colleges continue to make the same difference.
