Purpose
1. To provide a basis for members to discuss some thoughts on the format of the group's final report on its phase II work on the difference colleges could make.

2. Introduction, including context to over-arching Executive strategies that will influence colleges over the Spending Review period. Explanation that the report does not cover pressures or demands/growing expectations covered by other RoSCo workstreams.
