JOINT ACTION PLAN SUBMITTED TO MINISTERS FOR EDUCATION, IN ORDER TO IMPLEMENT 'THE DECLARATION OF INTENT FOR COOPERATION IN EDUCATION AND TRAINING BETWEEN FRANCE AND SCOTLAND', SIGNED ON NOVEMBER 30TH 2004
ARTICLE 1
quality of learning and teaching in schools
1.1. Cooperation on topics of common interest
The Scottish Executive and the French Education Ministry agree to explore, via groups of experts, sharing good practice on approaches to:
- equal opportunities and inclusion; and
- citizenship education.
1.2. School partnerships
The Scottish Executive and the French Education Ministry agree to encourage school language learners to have contact with a native speaker either directly or via ICT through the establishment of school partnerships between primary and secondary schools, including Sections Européennes in France and vocational establishments in both countries.
1.3. Inspection and evaluation
The Scottish Executive and the French Education Ministry agree to share approaches to inspection through the organisation of seminars, study visits and job-shadowing opportunities.
The two parties will explore especially recruitment policies, competence requirements, training standards, on-line resources, distance learning and performance management.
They will encourage the exchange of information and good practice in both internal (self) and external evaluation.
1.4. School management
The Scottish Executive and the French Education Ministry agree to explore sharing approaches to school management and school autonomy.
They agree to encourage the exchange of information, practices and expertise between school managers through the organisation of seminars, study visits and job-shadowing opportunities.
The two parties will focus on recruitment policies, competence requirements, training standards, on-line resources, distance learning and performance management.
The two parties will explore promoting and developing such exchanges within the framework of existing European networks.
ARTICLE 2
vocational training, enterprise in education and the organisation of training periods in the workplace
The Scottish Executive and the French Education Ministry agree to explore a comparison of the organisation of vocational education in France and Scotland, which will develop from the joint session between the Scottish Executive and the French Education Ministry at the Scottish Education and Teaching Technology (SETT) conference in September 2005.
ARTICLE 3
development of mobility in higher education in keeping with the motions adopted in the Sorbonne-Bologna process
The Scottish Executive and the French Education Ministry agree to pursue the co-operation launched between Scottish and French universities within the framework of the bilateral co-operation agreement signed in 2003.
The two parties agree to explore increasing exchanges of good practice, through participation in the Sorbonne-Bologna seminars, working groups and other appropriate fora.
ARTICLE 4
lifelong learning, in keeping with the commitments adopted within the Lisbon process
The Scottish Executive and the French Education Ministry agree to develop a programme of seminars for experts and policymakers on themes of mutual interest, in order to benchmark experiences and approaches in key areas, in the context of international comparative studies.
The Scottish Executive, the French Group Futuribles, the European Journal of Education, the International Futures Forum and the University of Paris-Dauphine will organise two international seminars in 2005 in Glasgow (24-25 June) and in Paris (25-26 November).
ARTICLE 5
the use of ICT skills within school and post-school education
The Scottish Executive and the French Education Ministry agree to explore exchanging information, practices and expertise in the following topics:
- benchmarking of ICT competence of both pupils and teacher trainees;
- e-learning training methods;
- virtual learning environments (VLE), including the Scottish Schools Digital Network Modern Languages Environment;
- security of young people using the Internet;
- support for adults to access and learn about ICT and the web, including specific groups such as older people, people with disabilities and ethnic minority groups;
- pilot projects (e.g. incorporating new technologies into learning and teaching); and
- evaluating the impact of ICT on the quality of the learning experience.
The two parties will explore promoting and developing such exchanges within the framework of European projects.
ARTICLE 6
teacher TRAINING: exchanges of trainee and qualified teachers
The Scottish Executive and the French Education Ministry agree to explore developing links between Teacher Education Institutes in Scotland and Instituts universitaires de formation des maîtres (IUFM) in France, especially through exchanges of primary school teacher trainees, taking into account the work achieved in this area by the Franco-English partnership since 2001, especially the "Common Reference Framework" published in July 2005.

ARTICLE 1
QUALITE DES APPRENTISSAGES ET DES ENSEIGNEMENTS DANS LES ETABLISSEMENTS SCOLAIRES
1.1 Coopération sur des sujets d'intérêt commun
Le ministère français de l'éducation et l'Exécutif écossais conviennent de mettre en place des groupes d'experts, afin d'étudier leurs approches et d'échanger leurs bonnes pratiques concernant :
- le droit à la scolarisation pour tous ;
- l'éducation à la citoyenneté.
1.2 Partenariats scolaires
Le ministère français de l'éducation et l'Exécutif écossais conviennent d'encourager les échanges entre élèves apprenants de langue et locuteurs natifs, soit directement, soit par l'intermédiaire des technologies de l'information et de la communication (TIC), à travers l'établissement de partenariats scolaires entre écoles primaires et entre établissements secondaires, dont les sections européennes en France et les établissements professionnels dans les deux pays.
1.3 Inspection et évaluation
Le ministère français de l'éducation et l'Exécutif écossais conviennent de s'informer sur leurs méthodes respectives d'inspection, dans le cadre de séminaires, de visites d'études et de stages d'observation.
Les deux parties étudieront plus particulièrement les questions relatives aux politiques de recrutement, aux référentiels de compétences et de formation, aux ressources en ligne, à la formation à distance et à l'évaluation de la performance.
Elles encourageront l'échange d'informations et de bonnes pratiques dans les domaines de l'évaluation interne (auto-évaluation) et l'évaluation externe.
1.4 Direction d'établissement scolaire
Le ministère français de l'éducation et l'Exécutif écossais conviennent d'étudier leurs approches de la direction et de l'autonomie des établissements scolaires.
Ils encourageront l'échange d'informations, de pratiques et d'expertise entre les personnels d'encadrement par l'organisation de séminaires, de visites d'études et de stages d'observation.
Les deux parties étudieront plus particulièrement les questions relatives aux politiques de recrutement, aux référentiels de compétences et de formation, aux ressources en ligne, à la formation à distance et à l'évaluation de la performance.
Les deux parties s'efforceront de promouvoir et de développer ces échanges dans le cadre des réseaux européens existants.
ARTICLE 2
FORMATION PROFESSIONNELLE, DECOUVERTE PROFESSIONNELLE ET ORGANISATION DE PERIODES DE FORMATION EN ENTREPRISE
Le ministère français de l'éducation et l'Exécutif écossais conviennent de mener une comparaison de l'organisation de l'enseignement professionnel en France et en Ecosse, en s'inspirant de leur séance de travail conjointe lors de la conférence organisée par le Scottish Education and Teaching Technology en septembre 2005.
ARTICLE 3
DEVELOPPEMENT DE LA MOBILITE DANS L'ENSEIGNEMENT SUPERIEUR, CONFORMEMENT AUX ORIENTATIONS ADOPTEES DANS LE CADRE DU PROCESSUS DE LA SORBONNE-BOLOGNE
Le ministère français de l'éducation et l'Exécutif écossais conviennent de poursuivre la coopération lancée entre les universités françaises et écossaises dans le cadre de l'accord de coopération bilatéral signé en 2003.
Les deux parties développeront leurs échanges de bonnes pratiques dans le cadre des séminaires du processus de la Sorbonne-Bologne, de groupes de travail et d'autres enceintes idoines.
ARTICLE 4
FORMATION TOUT AU LONG DE LA VIE, CONFORMEMENT AUX ORIENTATIONS ADOPTEES DANS LE CADRE DU PROCESSUS DE LISBONNE
Le ministère français de l'éducation et l'Exécutif écossais conviennent de développer un programme de séminaires d'experts et de responsables éducatifs sur des thèmes d'intérêt commun, afin de comparer les expériences et les approches dans les domaines clés, dans le contexte des études comparatives internationales.
L'Exécutif écossais, le groupe français Futuribles, le Journal européen de l'éducation, l' International Future Forum et l'université Paris-Dauphine organiseront deux séminaires internationaux en 2005, en Ecosse (24-25 juin) et à Paris (25-26 novembre).
ARTICLE 5
UTILISATION DES TECHNOLOGIES DE L'INFORMATION ET DE LA COMMUNICATION DANS LE DOMAINE DES ECHANGES SCOLAIRES ET UNIVERSITAIRES
Le ministère français de l'éducation et l'Exécutif écossais conviennent d'étudier l'échange d'informations, de pratiques et d'expertise dans les domaines suivants :
- l'évaluation des compétences TIC des élèves et des enseignants en formation ;
- l'ingénierie de formation e-learning ;
- le bureau virtuel, notamment le Scottish Schools Digital Network Modern Language Environment ;
- la sécurité des mineurs sur Internet ;
- l'aide en faveur de l'accès et de la formation des adultes aux TIC et à l'Internet, sans oublier les groupes spécifiques comme les personnes âgées, les handicapés et les minorités ethniques ;
- projets pilotes (par exemple l'incorporation des nouvelles technologies dans l'apprentissage et l'enseignement) ;
- l'évaluation de l'impact des TIC sur la qualité des processus d'apprentissage.
Les deux parties étudieront les possibilités de promouvoir et développer ces échanges dans le cadre de projets européens.
ARTICLE 6
FORMATION DES ENSEIGNANTS : ECHANGES DE PROFESSEURS STAGIAIRES ET DE PROFESSEURS TITULAIRES
Le ministère français de l'éducation et l'Exécutif écossais conviennent de développer les liens entre les Teacher Education Institutes en Ecosse et les instituts universitaires de formation des maîtres (IUFM) en France, en particulier par des échanges de professeurs des écoles stagiaires, en s'appuyant sur le travail réalisé dans ce domaine dans le cadre du partenariat franco-anglais depuis 2001 et, en particulier, le « Cadre commun d'objectifs » rendu public en juillet 2005.
