Strategy

In 2003, a new vision for the school estate was published jointly by the then Scottish Executive and the Convention of Scottish Local Authorities (COSLA), setting out a long-term strategy for replacing and revamping worn out schools.

School Estate

The emphasis is on schools which provide facilities for the wider community as well as for pupils and teachers.

The ambition is for schools to become centres of excellence - which extends beyond learning and teaching to the built environment.

To support the implementation of the strategy local authorities have developed school estate management plans (SEMPs). The purpose is to help authorities identify and draw together needs, priorities and funding streams, consider a wide range of complex issues bearing on their school estate and take a long term view of the future. These plans provide a basis for future decisions at a local level, and information and insights across the school estate at a national level.

Implementation of the school estate strategy is supported through:

  • The current programme of Public Private Partnership (PPP) projects for school buildings
  • Administering grant funding for the refurbishment and maintenance of school buildings
  • Providing advice on other policy and funding issues relating to the school estate

The Fire Safety in Schools document when read in conjunction with the new Fire Safety Guide will still be a useful source of general information and guidance for local authority officers.
