Rural and Environment Analytical Services

Rural and Environment Analytical Services (REAS) is based with the Rural and Environment Research and Analytical Directorate (RERAD) in DG Environment. The aim of REAS is to continually develop and improve the evidence base and the impact of analysis and evidence on policy outcomes for Scotland's environment, marine and rural areas. REAS encompasses three professional, analytical disciplines - economics, social research and statistics - plus a number of specialist support staff. The total staff complement is around 45, about half of whom are specialist support staff and half professional analysts.

Government economists are the largest group of professional analysts within REAS. The economics team comprises 14 economists across several teams.

The team provides advice, interpretation, analyses and briefing on agricultural, fisheries, environmental, food and rural issues. The cross-cutting nature of these, issue means that our remit extends beyond the immediate Portfolio, with contributions offered to policy colleagues across Government.

Our environmental economists work on the following issues:

  • Carbon accounting

  • Modelling impacts of environmental policies on the economy

  • Biodiversity and natural heritage

  • Ecosystem services

  • Waste and sustainable consumption and production

Our rural economists work on the following issues

  • EU rural development programme - finance, monitoring and evaluation

  • Common agricultural policy reform

  • Agriculture and climate change

  • Animal health and welfare

  • Food and drink industry

  • Fisheries

  • Marine ecosystems
