Description Of Service
Tenderers are invited to bid for all of the service requirements for both or each geographical area.
The purpose of this tender exercise will be to appoint a contractor(s) to help administer projects under the new European Structural Funds Programmes in Scotland. The Programmes in Scotland aim to start at the beginning of 2007.
These funds cover distinct geographical areas in Scotland and the successful contractor(s) will need to be structured to meet the needs of those areas. They will be responsible for delivering delegated responsibilities and administration under the European Regional Development Fund (ERDF) and the European Social Fund (ESF) Programmes.
In the Highlands and Islands European Structural funding is delivered under the European Commission's Convergence Objective and in Lowlands and Uplands Scotland under the Competitiveness Objective.
The Service Delivery
The service will be delivered to the Scottish Executive, European Structural Funds Division.
Period of Contract
It is anticipated that the contract will commence at the beginning of 2007 and run for a period of 3 years until December 2009. The contract will be subject to annual review. At the end of the three years a full review will be made on continued delivery for the remainder of the Programme period. If the recommendation of the review is to continue with the status quo then the appointed contractor would then operate on a one year reviewable contract basis and this will be at the sole discretion of the Scottish Executive. This period will run until the end of the Programme period going into 2015, to cover project closure issues, a key component in the audit arrangements of Structural Funds.

A pre-qualification questionnaire (PQQ) will be issued to those who respond to this notice and responses will be used to determine which interested providers will be invited to tender.
