Meeting through glass doorsWith the reduction in funding to Scotland we are proposing a modification to the way Structural Funds are delivered in Scotland. We are proposing a revised, more strategic approach to Structural Funds delivery which reflects both the reduction in scale and scope of future funding and the changed policy environment in Scotland post-devolution. We feel it is necessary to modernise the delivery mechanism to make it more cost-effective, more closely integrated with the wider strategic objectives of Scottish domestic policy and in line with Scottish Executive Efficient Government reforms.

We are proposing the use of both Challenge Funding (which is used under the current 2000-2006 Programmes) and Commissioning for the delivery of the new Programmes. We believe this will help ensure Structural Funds are delivered in the most efficient way possible to maximise reduced resources.

We are also currently undertaking a competitive tender process for new Intermediate Administration Bodies (IABs). These bodies will have broadly similar responsibilities to the current Programme Management Executives (PMEs). Further details on this tender can be found on this website.
