With a view to informing the development of the PACE framework by identifying best practice and possible options for improvement, the Executive commissioned research into current practice in other European countries. The research concentrated on five countries: France, Germany, Ireland, Italy and Sweden. With the exception of Ireland, the research concluded that large-scale collective redundancies in Europe are considerably more regulated in respect of employment rights than in the UK.

The research also found that PACE is unique in providing an ongoing national framework for dealing with threats and actual redundancy situations at a local level.
