In February 2009 the Scottish Government announced plans for a new Area Based Home Insulation Scheme expected to launch in the Autumn of 2009 as the first phase of longer term investment. The Government will provide £15 million funding in the first year with £15 million to be raised from other sources.
Through this scheme, advice and support will be provided to around 90,000 households, with many of these going on to receive measures such as loft and cavity wall insulation. The Government also aims to increase the take-up of other energy efficiency measures in homes to help to meet its challenging fuel poverty and climate change objectives and create or sustain up to 900 jobs.
The detailed structure of the scheme is still to be finalised and is currently being considered and developed. It is envisaged that much of the necessary co-ordination work will be undertaken by a delivery agent. The scheme is likely to operate in selected areas across Scotland, which are still to be determined.
