Chapter 1 - Introduction
Context
1.1 The Scottish Executive consulted major stakeholders
on the Fees Payable for Consent under the Electricity
(Applications for Consent) Scotland Regulations 1990.
Currently, the fees payable by section 36 and section 37
applicants are set at levels which do not reflect the level
of work required in considering applications. Also, under
the present arrangements, local authorities are not
reimbursed for the work they carry out in assessing these
applications. This is a situation local authorities are
unhappy with.
1.2 The purpose of the consultation was to gauge the
reaction of local authorities, industry and other
interested parties to a proposed new scale of fees and, if
local authorities should receive a portion of those
fees.
1.3 The consultation paper included three questions
which were set as yes or no answers so as to allow
quantitative analysis of the responses. However, the paper
also allowed for comments to be made on each question so
the respondent could include his/her views and the
Executive complete a qualitative analysis of the
proposals.
1.4 There were 26 responses to the consultation paper. 4
of those responses ( 15.4%) were received after the
deadline and are included in the analysis.
Objectives
1.5 The objectives of the consultation on fees payable
for consent analysis were:
- To analyse the profile of those
who responded and put them into appropriate respondent
groups.
- To compare this profile of the
respondent groups to the original distribution list
with a view of assessing the representatives of each
group.
- To assess the agreement with the
three questions posed in the consultation paper.
- To identify actions which follow
as a result of the responses.
Structure of the report
1.6 This chapter sets out the context of the
consultation and objectives of the report. The remainder of
the report is structured as follows:
Chapter 2: Analysis of Responses
This chapter describes the profile of respondents and
groups them into interest group.
Chapter 3: Analysis of Questions
This chapter presents an analysis of the questions
contained in the consultation paper and analyses the level
and nature of response to each of these questions.
Chapter 4: Conclusion
This chapter draws together the main issues to come out
of the consultation paper and offers the Executive's view
on the way forward.
