fife1If a developer decides to carry out, or is directed to undertake an Environmental Impact Assessment (EIA) by Scottish Ministers, he/she may seek a further opinion on the issues that should be addressed and the type of information that should be included in the Environmental Statement (ES) - a document that sets out the findings of the EIA. Scottish Ministers' formal opinion as to the type of information that should be included in the ES is termed a scoping opinion.

The procedure for a scoping opinion by Scottish Ministers can be found in section 7 of the Electricity Works (Environmental Impact Assessment) (Scotland) Regulations 2000.
