Workless Client Group

The Workless client group was chaired by Professor Gill Scott of Glasgow Caledonian University to develop a clear picture of the workless client groups, including geographical factors, the opportunities available to enable them to enter the labour market, and the barriers to employment. The work group gave particular consideration to client groups who were furthest from the labour market including the homeless, those subject to substance abuse, mental health problems, ethnic minorities, refugees, reoffenders/ex-offenders, those with learning or physical disabilities, lone parents and carers. The recommendations of the workless client group concentrated on solutions to problems that were common to these client groups.
