Aims and Purpose of Workforce Plus
The most important aim of Workforce Plus is to increase the chances of continued employment for vulnerable and disadvantaged groups throughout in Scotland. Its focus will be on those:
- who face many barriers to gaining employment and therefore require additional help;
- who only require some or minimal help;
- who are in low paid, low skilled jobs and
- who are already in work but whose health and related barriers put continued employment at risk.
Workforce Plus support the Closing the Opportunity Gap (CtOG) targets to reduce the numbers of workless people who rely on Department for Work and Pensions ( DWP) benefits in the 7 local authority areas identified by CtOGTarget A. It will also supports other CtOG targets, including those Not in Education, Employment or Training ( NEET) group, tackling low paid, low skilled jobs in the NHS and elsewhere.
Workforce Plus has set out:
- who we are trying to help and why;
- what the scope of the labour market is to provide employment opportunities;
- what interventions work best for certain groups and employers alike; and
- which agencies are best placed to provide the interventions and what their respective roles and responsibilities will be.
As such we are covering the whole continuum (furthest from, closest to and into work) and also placing an emphasis not only on getting people into jobs but also into sustained employment in meaningful jobs where there can be opportunities for progression.
We have involved all stakeholders both in the development work and in the delivery.
