Making Markets Work Phase 2 - engaging with providers

Employability

Monitoring the impact of the recession on various demographic groups
In February, the Equality and Human Rights Commission announced a joint programme of work with the Department for Work and Pensions and the Government Equalities Office; the aim of which was to monitor the impact of the recession across their mandate groups of age, gender, race and disability. They wanted also to explore how this recession was affecting the lowest qualified and most deprived in our society. This first joint monitoring report covers the first quarter of 2009 and reveals a labour market that is suffering from rising unemployment rates, more redundancies and fewer available jobs.

The impact of the recession on the labour market
This Office for National Statistics publication looks at changes in the labour market since the onset of the recession in 2008. Each chapter looks at a different aspect of the labour market, beginning with an overview of aggregate indicators and comparisons with previous recessions. This is followed by chapters describing changes in indicators by region, sex, age groups, and types of household.

The British 'welfare market': Lessons from contracting out welfare to work programmes in Australia and the Netherlands
This report considers how welfare markets in each country operate and how well the systems deliver the benefits that policy-makers anticipate; the risks involved in contracting out these services; and the impact that welfare market delivery has had on services for the most disadvantaged jobseekers and on the non-profit organisations that play a significant role in meeting their needs. Growing up in Social Housing in Britain: A profile of four generations from 1946 to the present day
This study shows that the gap between children growing up in social housing and those in other types of housing is now wider than it has ever been. Comparing the experiences of four generations, it is clear that those living in social housing have become more disadvantaged and that these disadvantages persist into adulthood. However, the research suggests that most of these disadvantages arise from the other characteristics of families, rather than being caused by living in social housing. Rather than focusing purely on housing policy, it is clear that wider policies to tackle poverty and support disadvantaged families are vital to improving the life chances of children growing up in social housing. Jointly funded by the Tenant Services Authority, Scottish Government and Joseph Rowntree Foundation.
